Sure, he can live in an attic, they can live anywhere they can hide. But he still has to come and go - every day, several times a day. That's what you watch for.
You can pray for a brutal winter, or you can knock down a heavy population with a selective trapping campaign.
The brutal winter won't help much if you had one last year, they get inured to it and you won't get as good of a winter kill as you did last winter.
It is a boom and bust animal, so next year you could have more - or less. With no apparent reason for it.
