Well, you didn't say what size the holes are, are all of them in use? Tape some cardboard over it to see how easy it is for it to get back in. Birds and bats won't be able to. Squirrels and other small animals will be able to undo your blocks.

You have to find out WHAT it is before you can do anything about it.
