Best to LET him out. Open the door, turn all the lights out and he'll leave. How long does that take? Depends on the squirrel, and many other factors. Usually within an hour or two of when it's really quiet. He WON'T leave if it's dark outside, so only do this in the daytime. He'll most likely go out before he goes in a trap.
In spite of the fact that you think there is no water, squirrels are quite adept at finding some source of water that you forgot about or aren't aware of, so it's always possible they can find it. I've seen them chew through a water hose hooked up to a washing machine.
Best would be to WATCH that door so you know when he leaves. Do it from your car or a neighbor's house, stay out of his personal space.
