It looks like some kind of insulation at the back.the dark paricles look like rodent droppings.The noise you hear could be mice or rats.i would bait a snap trap with peanut butter and put it up there and see if you catch anything.If you do,you better get on it,if you see one rodent ,you have many more.Then you need to figure out how they are getting in.
